K. D. Srivastava and R. B. Voller: Candidates for Director, IEEE Division II Every two years a new Director for Division II of the IEEE is elected by IEEE by members of one or more of the Societies comprising Division II. These are the Dielectrics and Electrical Isulation, Industry Applications, Instrumentation and Measurement, and Power Electronics Societies. Election of the Director for Division II, along with other IEEE offices, will take place in the fall of 1996 by regular mail ballot. Biographies and statements by the two nominees follow. Srivastava Biography
Dr. K. D. Srivastava received his Ph.D., Glasgow, UK, in 1957. 1957-58, Research Engineer, Reyrolle (UK) designing solid state protective relays. 1958-60: in India, at Roorkee University, later Head, E.E. Department at the Engineering College, Jodhpur. 1961-66 in UK: Brush Elec. Ltd., designing solid state motor drives; later at Rutherford High Energy Laboratory (Nuclear Accelerator) at Harwell, where he was a Principal Scientific Officer involved in designing high magnetic fields and vacuum electrical insulation systems. 1966-83: Professor of E.E., Waterloo University, Ontario; 1972-78: Chair of E.E. Since 1983, The University of British Columbia. Head of E.E., 1983-86, Vice-President, 1987-94, responsible for student affairs and information systems departments. Over 150 publications. Active in international technical aid through Canadian foreign aid and United Nations programs in Brazil, India, Trinidad and Zimbabwe. Visiting Professorships in Sweden, Scotland and South Africa. Honorary degree, University of Paraiba, Brazil. Statement by Srivastava IEEE is the premier international professional society, and will continue to play a leadership role through dissemination of information, standardization, quality improvement and services to members. We are in the midst of major technological economic and socio-political changes occurring worldwide and enormous engineering opportunities and challenges exist at home and abroad for our engineering enterprises and engineers. The constituent societies of IEEE are vital to its mission and mandate. If elected, I plan to facilitate growth of Division II society chapters, not only in North America but also worldwide. Moreover, the joint and overall contributions of the Division II constituency must be promoted within the IEEE. I have done professional work in several countries (Brazil, Canada, India, South Africa, Sweden, Trinidad, UK and Zimbabwe) and have a network of contacts in the professional communities represented in Division II. These contacts and my organizational/management experience will be definite assets for this task, as well as for the IEEE corporate activities. I will be grateful for your support Voller Biography. Mr. Voller received his BSEE from Washington State University in 1957. He is a registered Professional Engineer in California and Washington. Mr. Voller has worked his entire career in the aluminum industry, most of it in plant engineering. A significant portion of his work involved drives and process control. He found it interesting and challenging to progress from Ward Leonard systems, through SCR drives with discrete components, on to IGBTs with digital regulators. Mr. Voller has taught night school courses in motors and controls at Penn State Extension, Clark College in Vancouver, WA, and Portland (OR) State University. He has also served his community through leadership on United Way campaigns, Clark College Advisory Committee, high school business education, Boy Scout Committees, and as church treasurer. IEEE Activities - (M '71-SM '85) COMMITTEES/BOARDS: Technical Activities Board, 1987; Periodicals Council, 1991-96; Magazine Committee, 1992-96; Publications, 1991-94; IEEE Medal for Engineering Excellence Committee, 1995-96. SECTIONS: Portland ExBd, 1972; IAS Chapter Chair, 1972. SOCIETIES: Industry Applications: Region 6 North Area Chair, 1978-79; Chair, Chapters Dept., 1980-82, 1984; Secretary, 1985; Vice President, 1986; President, 1987; Past President, 1988; Nominating Committee, Chair, 1989; Constitution and Bylaws, Chair, 1990; Society Council, 1978-96. CONFERENCES: IAS Annual Meeting, Vice Chairman-Technical, 1986. Statement by Voller For the last 25 years, I have been active in the IEEE and Industry Applications Society. I began service in the Chapters Department, served as Society President in 1987, and Past President duties until 1990. In 1991, I was appointed as Division II representative to the IEEE Publications Board. After 2 years, this position was eliminated, but I was selected to serve 2 additional years as a Member at Large. During the last four years, I have also served as chair of the TAB Periodicals Council Magazines Committee. In my work on the Periodicals Council, as well as the Publications Board, I have always stressed the needs of the "customers," i. e., the dues or subscription paying society members. So why am I seeking the Division II Directors position? There are major changes occurring in the organization of the IEEE. I feel that my industrial and business background brings the necessary member perspective to this position. My previous IEEE service also provides some insight to the workings of the organization. I support the recent IEEE Board of Directors decision to seriously study the unbundling of fees and services. We in Division II are fortunate to have Pierre Thollot, the present Division Director, so heavily involved. If elected, I would seek his council on the continuing decisions regarding reorganization. I will strive to fairly represent the interests of all the members in Division II by maintaining contact with your Administrative Committee, Society Officers, and the Administrative Committees of the other societies. Please exercise your responsibility to vote.
