Welcome to the 1999 International Symposium on Industrial Electronics (ISIE'99), a key annual symposium of the IEEE Industrial Electronics Society (IES). The ISIE has always been an important forum for the presentation and discussion of new developments in industrial technology, and this year's symposium maintain this quality. Organizers of this symposium have structured an excellent technical program and have invited distinguished plenary speakers. You will find your participation to be a productive and rewarding investment of your time and energies.
It is the tradition of IES to convene the ISIE in location of great historic
significance. This year we are holding ISIE'99 in Bled, Slovenia, which
has prominent culture dating back to prehistoric era. We hope that this
symposium helps to spur increased technical activities and technical liaisons
with our fellow professionals in this part of the world. ISIE'99 provides
great opportunity for making new friends as well as maintaining old acquaintances.
It is also a great occasion for establishing technical relationships among
professionals and institutions.
Complementing our excellent technical program will be the attractions in
and near Bled. They include famous churches, enjoyable museums, and natural
parks. The European Museum of the Year is near by. Make sure that you take
time to recharge your technical battery by visiting some of these area
of interest.
The preparation for ISIE'99 has taken more than a year and the
time and effort of numerous volunteers. We express sincere gratitude to
our hosts, the University of Maribor and the University of Ljubljana, which
are two important institutions of higher education and research in the
region. On behalf of IES, I thank all of the volunteers for their very
special contributions.

It is great pleasure to invite you to attend the ISIE'99. We have planned the conference so that your attendance can result in important technical discussions, renewed contacts with colleagues, and strengthening your technical expertise. We also have planned the cultural events so that you have a further opportunity to discuss both technical and non-technical subjects with other attendees.
This year conference sponsored by the IEEE Industrial Electronics Society
and the Slovenia Ministry of Science and Technology, will be held in Bled,
Slovenia, 12-16 July, 1999. It is also technically co-sponsored with the
Society of Instrument and Control Engineers of Japan (SICE), the University
of Maribor, the University of Ljubljana and the Slovenia Section of the
IEEE.
The Technical Program Committee has assembled a program that is outstanding
in quality and diversity. We have selected 303 papers for presentation
(from 347 received summaries) in 14 Special Sessions and 36 Regular Sessions,
involving authors from 46 countries. You may attend one of the 4 tutorials
on Monday morning or afternoon at no additional cost. This tutorial will
be given by world's famous experts with the following subjects: Power Electronics,
Control of Nonlinear Systems, Computational Intelligence for the Robotics
and Automation and Sliding Modes Applications in Motion Control Systems
and Power Electronics. The conference officially starts on Tuesday with
the 5 plenary talks.
We have reserved Friday for an all day optional cultural tour to Trenta
Valley with "choo-choo" Train. We feel that to better understand
each other we must understand the culture of each other's country. Please
join us in this outstanding tour.
There is a welcome reception on Monday evening and a banquet on Wednesday
evening at no additional costs for registrants. This is another opportunity
to meet and discuss issues with the other attendees. We will have excellent
food as well as excellent Slovenia wine at both the reception and banquet
and entertainment at the banquet. During the whole week there are cultural
