PURPOSE The International
Conference on Power and Energy Systems (PES 2001), sponsored by IASTED, is
a major forum for scientists, engineers, and practitioners throughout the
world to present their latest research, results, ideas, developments and
applications in all areas of electric power and energy systems. It aims to
strengthen relations between the power industry, research laboratories,
and universities. PES 2001 will be held in Clearwater, about 22 miles from
Tampa, Florida, USA, and will include keynote addresses, contributed
papers, tutorials, and workshops.
LOCATION As an island connected to
mainland Florida by impressive bridges, Clearwater offers the most in
beautiful beaches and tranquil scenery. Clearwater beach is rated as one
of the top ten beaches in the United States and has exceptionally pleasant
air and water temperatures all year round. If you are not relaxing on
Clearwater's white sand beaches, you can snorkel in its crystal blue
waters that are teeming with colorful marine life. Every evening you will
be able to view palm trees silhouetted against the sun setting over the
Gulf of Mexico. Among the many exciting daytime activities in Clearwater
are the Clearwater Marine Aquarium, the Clearwater Municipal Marina (which
offers a variety of activities including dolphin watching), and the
Moccasin Lake Nature Park. Conveniently, this city is located only 20
minutes from Tampa which also hosts an array of sensational attractions
including Busch Gardens, the Salvador Dali Museum, and sensational
shopping. While in the Tampa area, you can explore the wonders of Walt
Disney World, Sea World and Universal Studios in Orlando, a short distance
from the Tampa/Clearwater area. No matter what you choose to do,
Clearwater will be an unforgettable experience.
SCOPE The Power conference will
focus one step beyond traditional power and energy systems, concentrating
on high-tech developments and exploring the role of computers and
communications in the Power industry. The conference will emphasize
leading edge topics such as FACTS, renewable energy, and advancements and
improvements in power delivery. The topics covered will include, but are

PAPER SUBMISSIONS Initial
selection will be based upon full papers. Papers are to be submitted

The papers submitted for review should be double spaced and no
more than ten (10) pages in length. Please include a complete list of
references. Instructions for paper submission can be found on the web
site. All submissions should be in adobe acrobat(.pdf), Postscript(.ps) or
MS Word(.doc) format. The IASTED Secretariat should receive your paper by
July 15, 2001. All submissions should be made on line.
Please provide four keywords to indicate the subject areas of the paper
with at least one keyword from the list given under conference scope.
Include a statement in your cover letter confirming that if the paper is
accepted, one of the authors will attend the conference to present it.
Please designate a principal author, and provide the full names,
affiliations, addresses, telephone numbers, fax numbers, and email
addresses of all authors.
Notification of acceptance will be emailed, and all other information
will be available on our website by September 1, 2001. Registration
payments and final manuscripts are due October 1, 2001. Papers may
be excluded from the proceedings if registration fees are not received by
this date. Please submit final manuscripts via on-line submission.
TUTORIALS SUBMISSION The IASTED
Secretariat should receive proposals for half-day tutorials (3 hours) by
March 15, 2001. Tutorials are to be submitted on-line via our following

Tutorial proposal should clearly indicate the topic, background knowledge
expected of the participants, objectives, time allocations for the major
course topics, and the qualifications of the instructor(s).
SPECIAL SESSIONS Persons wishing
to organize a special session should submit a proposal to the IASTED
Secretariat by July 15, 2001. Proposals should include a minimum of
4-5 paper abstracts, a session title, a list of the topics covered, and
qualifications of the session organizer(s). Special sessions proposals

JOURNAL OF POWER AND ENERGY SYSTEMS
SUBMISSIONS All final manuscripts will be reviewed for
journal submission. Some authors will be invited to submit extended
versions of their papers for journal publication. For further information
