Task Force on Light Flicker

Tuesday October 7, 1997
1. The meeting was opened by Larry Conrad, approximately 12 were in attendance, list attached
2. Minutes from the PES Winter Power meeting were reviewed and approved with no changes.
3. Chairman's Report: Larry Conrad reviewed the scope and the strategy of the working group for the benefit of those present who are not regular attendees of the light flicker task force meeting. The task force meets at both the IAS and the PES meetings to give those who do not attend both, an opportunity to contribute and to share in the task force information. The task force PAR is to develop a new standard for measuring light flicker that is applicable for use at 60 Hz US installations. The work may then be used as input to the IEC flicker related activities. Larry discussed the need for education on the issues related to taking measurements with the IEC flicker meter, and the plan to conduct a tutorial at the 1998 IEEE PES Winter Meeting.
4. Liaison Reports
a) IEEE Standard 141 (Red Book): Larry Conrad reported that the standard has been re-affirmed and the PAR has been extended for two years. New work within the red book related to flicker should match the information that thisb flicker task force develops.
b) Illumination Society: No one was in attendance to give a report, but Warren Anderson volunteered to email Larry Conrad the name of the contact for future liaison reports.
c) IEC 1000-3-7, 4-15: Doug Dorr reported for Tom Key. See the handout attached to these minutes.
d) UIE Working Group #2 on Power Quality: Doug Dorr reported for Tom Key. See the handout attached to these minutes.
e) CIGRE 36-05, Power Quality: Eric Gunther was not in attendance to give a report.
5. Old Business
a) Mark Halpin reported on the plans for the tutorial session at the 1998 PES Winter Power Meeting. A paper is planned to support the tutorial title of paper???. Modifications to the paper were discussed. The panel session list was revised from the previous meeting plan. The proposed panelists and subject list is as follows:

b) Submit 120V lamp numbers to USNC/IEC (Action 11,12,13) Tom Key has completed the task of developing proposed changes to IEC 1000-4-15. Larry Conrad reported that he and Roger Bergeron are on track to propose the changes through the US and Canadian National Committees.
c) Set Milestones and assignments for development of P-1453 ***need to get summary of this bullet from Larry C.*****
d) Report on UIE infrequent starts, 3.5% rule, (action 14): Larry Conrad summarized the need for a shape factor for non-typical waveforms from certain loads that may not be correctly reported from the IEC flickermeter. For motor starts and other ramped variations, the flickermeter does not always report a meaningful result. The IEC flicker curve is still useful in this case however. ?????????
6. New Business
a) Compatiblity validation, how do you do it, required tests?: There is a new document available to support this ***???????***.
b) Proposals on application guide "how to avoid flicker problems": (action 9) ?????? check with LM ****
7. Presentation of case studies on how to apply IEC: Doug Dorr handed out a Case Study write up of a previously presented case where an arc welder was measured with Pst levels greater than 2.5 and lots of complaining customers. The duty cycle of the welder was changed and Pst levels fell below 0.8, at which point the customer complaints stopped. Larry Conrad noted that "real world" data from the IEC flicker meter tends to support the expectation that Pst levels below one are not typically severe enough to annoy electric customers while levels greater than one do annoy customers. For measurements in the range very close to Pst=1 the customer complaints are infrequent. For copies of the Case Study, contact Tom Key.
8. Summary of Action Items: The list was updated to reflect the actions taken between the last meeting and this one. The updated action items tracking list is attached.
9. The next meeting will be held at the 1998 IEEE PES Winter Power Meeting in Orlando Florida.
10. Other Business: Mark Halpin noted that the tutorial planned for the PES winter power meeting will be repeated at the 1998 IAS meeting and that a slot has already been reserved. Warren Anderson indicated that he would attend the production of light meeting on Wednesday and find out if they would be interested in sponsoring this tutorial.
11. With no further business the meeting was adjourned.
